Changed color panels of properties and preferences to match original Blender theme. Adjusted other panel colors even if they are not visible or used. Light theme had some rework of colors. Also added new or missing elements.

blender-gruvbox-v1.0

It's finally the 1.0 version, not because it has everything and every element has a right color, but because it fully works and if something is missing then a) it's a small thing and I would need to use it (in Blender) to notice that it does not work well with general look or b) it's impossible to change it now and it will have to wait for a better time and a new version of Blender where it will be added (yes, there are few elements that I can't change).
