Update Atmos, simplify EKP config, other small fixes

• Updated to Atmos 0.20.1 (included updating observations)
• Set Insolation to 0.9.0
• EKP config no longer takes a list of parameter names, they are grabbed automatically from the prior toml
• Improved test reproducibility with specific random seed
• Improved sphere HS observation map error handling
