[golang] Disable Test_Config_ClientTagQueryString_Empty test

Motivation

We're disabling DD_TRACE_HTTP_CLIENT_TAG_QUERY_STRING by default in this dd-trace-go PR: DataDog/dd-trace-go#3010, because the http client instrumentation does not have an option to obfuscate the collected query string, which poses a privacy risk to customers.

Changes

Test_Config_ClientTagQueryString_Empty is disabled for golang with marker "bug" and a link to a jira card.
