Bump dependencies again.

Otherwise nothing new here, compatibility is retained.
LoTW now has a new root cert.
Again. Considering that they have sent the automated reply to my email inquiring on the canonical source of root certificates, and then ignored it entirely, I think they're not interested in being a source of trust at all.
Text mode should be usable now
But at this point I have to ask myself, "Should I keep working on this if nobody is going to use it." 🥲
Test harness and fake roots
Any more of that and this will actually start looking like a serious project.

This way we can handle potential non-RSA signature schemes if LoTW ever introduces any.

Why not compress signature blocks all the time.
Feature-complete release
I don't expect to be adding much of anything else to it. Now it's time for testing, fixing bugs, and tracking down the missing intermediate key - because the last one I had expired a few minutes ago.
