Support for the PaperCut Web Services API using .NET Core

Scope

1. Identify .NET Core xml-rpc lbrary and set up instructions

2. Update/create command proxy to work with library

• No chnages required as proposed lib uses same interface and name space (it's a port of the Cook lib to .NET Core)

3. Add missing API updates to command proxy

4. Create supporting docs

5. Create a PowerShell module
