Spinnman integration tests

this pr improves tests in two ways.

Additional testing including windows, mac-os and python 3.13

• for windows and mac-os it tests the latest (stable) version with python 3.12 and the earliest supported version with python 3.8
• here only the tests are run without coverage
• pylint, mypy, and flake8 only run against 3.8 and 3.12
• validate check now uses the same steps (just turns different tasks on)

Adds a first integration test using spalloc proxy

To merge this PR you will need to change the branch protection rules.
