This PR moves the release order into its own file, and updates it according to the wiki data available at https://oldschool.runescape.wiki/w/Quests/List
The order was generated using https://github.com/pajlads/osrs-wiki-parser - the idea being that this could be run as a github action with a cronjob to update the orders automatically - it would create a PR if some quest order is changed and have a maintainer approve it first
Fixes #1809
