Cylc ignores `PYTHONPATH`

Cylc now ignores `PYTHONPATH` to make it more robust to task
environments which set this value. If you want to add to the Cylc
environment itself, e.g. to install a Cylc extension,
use `CYLC_PYTHONPATH`.
