PV collector and electrical component models

New component GlobalTiltedSurfacePerez, https://github.com/ibpsa/modelica-ibpsa/pull/1656

Laura plans to be done by end of this year with electrical models.

Works on a simplified PV model with UdK Berlin, and works on validation with measurement data for different orientations with measured temperature and radiation data.

Kushagra and Laura work battery model implementation including validation.
