Finally got around to updating this for r37 and Vera 0.9.

Well, "updating", more like "rewriting". x16-racer was bootstrapped from this once upon a time, I guess it's only fair that x16-racer code was used to bootstrap this rewrite.

And now the improvements to vera.inc and other system libs can go back into x16-racer and future projects.

r36

After getting lost in the weeds on a tool, and then a hiatus besides, converted this to cc65 and updated it for r36.

I like cc65 more than acme. I ran into a bunch of macro problems with acme that were driving me nuts, especially because I only ran into them in complex cases, so I had no minimal reproduction case.

Asides from general cleanup and commenting, the major things that needed to change since the last release were:

• Updated where the code believed the text data was located in VRAM, so it could properly setup layer 0.
• Disabled layer 1 on launch since we don't use it.

r30

Vera 0.8 has documentation, and the ROM and emulator have updated code on GitHub. r31 isn't officially out yet, but I'm going ahead and swapping over, so this is the final revision for r30.
