Changes in 3.0.23

This is a major bugfix release. Finally rules are working as expected after being broken due to internal data restructuring. Also the error has been fixed that random cookie data was mixing together inside the cookie information for a different tab. Also, Flag Cookies triggering invisible in background, even so no cookie clearing is set, is guarded against and resovled.
