For no stuttering intro (skip buffer effects, force max fps 30, frameskip off, no buffer and CPU clock to 333, save and restart) USA version has much less input lag than European version (not sure why!) No ini yet sorry

Had a save file in front of the first two bosses and there was a visible stutter as well as
input lag due to buffer frame set to 2
use frameskip for the stutter and no-buffer frames for better input and just in case
you face stutter set buffer frame to 1 but remember there will be lag input

This will secure an almost glitchless gameplay.
Some cutscenes will drop to 15-30fps, this doesn't happen with the stock firmware.
The intro will get choppy, just skip it by pressing start, same with the character creation, beyond that it's ok.
