You require QGIS 2.8 with the following plugins;

QGIS-AIMS-Plugin
Roads
LINZ Maps
Imagery

With QGIS 2.8 open, click on Plugins, Manage and Install Plugins, Settings. Make sure you’ve got all these repositories:

LINZMaps - URL http://qgis.mapsolutions.com.au/qgis/plugins.xml
LINZ - URL http://qgisplugins.ad.linz.govt.nz/plugin_xml.php
QGIS Official Plugin Repository - URL http://plugins.qgis.org/plugins/plugins.xml

You can add a new one by scrolling to the bottom of the window and selecting Add.

Then, within Manage and Install Plugins, All, select

QGIS-AIMS-Plugin, install plugin (AIMS Address)
Import Image Tool, install plugin (Imagery)
IntraMaps QGIS Connector, install plugin (LINZ Maps)

After installing or updating all plugins, turn on the four required plugins.
