Two changes: * On Solaris do not copy over system libffi into puppet-runtime, we now install libffi as part of puppet-runtime. * Set PKG_CONFIG_PATH env var for rubygem-ffi in order for the newly installed libffi to be found.

This PR sets the PKG_CONFIG_PATH for the rubygem-ffi component.
