  1. (PA-5640) Rubygem-ffi fixes 

    Two changes:
* On Solaris do not copy over system libffi into puppet-runtime, we now install libffi
as part of puppet-runtime.
* Set PKG_CONFIG_PATH env var for rubygem-ffi in order for the newly installed libffi to be found.
