Promotions allow a character's to move up a rank. To apply a promotion to a player character simply navigate to the character's sheet, open the character modification side-panel by clicking the "actions" button on the left edge of the page and then press the + Promotion button at the top left of the sheet.

From there, a popup will appear with a list of available promotions. Only ranks that are above the character's current rank will be shown.
